The "appropriate ATS unit"
"Appropriate ATS unit" (CAR 600.01): unit a CAR obligation (report to, contact, obtain a clearance from) points at. Depends on location:

Trap: control zone with ATC unit closed: the named FS unit is appropriate (CAR 600.01(a)), not "none" or "whichever station answers first".
