Child restraint systems and restraint exemption
Restraint-system exemption (605.23): a restraint system secured to the aircraft's primary structure replaces seat and belt for a person:
- Carried on a stretcher or in an incubator.
- Carried to parachute.
- Working near an opening in the structure.
Infant (605.26):
- No child restraint system: hold infant securely in arms (605.26(1)(b)). Briefing: do not secure infant in your belt or harness (604.85).
- Max one infant per passenger (605.26(2)).
Child restraint system (605.28), all must hold:
- Parent or guardian attends the child.
- Child's weight and height within maker's range.
- Legible label with design standard and date of manufacture.
- Secured by belt of a forward-facing seat; not in an exit row; not blocking an aisle.
- Tether strap used per maker's instructions; never on a seat built to crush or separate on impact (605.28(2)).
- Responsible passenger sits adjacent; knows how to install the system and secure and release the child (605.28(3)).
Trap: 605.23 exemption DOES require a restraint system.
