Opening a VFR flight plan on departure

Opening a VFR plan:

• Open on departure with TWR, FSS, FIC, or CARS: activates alerting service.
• Pilot extends or cancels if flight delayed or cancelled.
• No extension or cancellation at ATS by proposed departure time: responsible ATS unit activates it, using ETD as actual time of departure (ATD).

Trap: unopened plan not cancelled or lapsed; responsible ATS unit activates it from the ETD.
