General operating prohibitions
Three blanket bans: any flight, any phase, on top of every other rule in this section.
| Ban | Prohibited | Key point | Cite |
|---|---|---|---|
| Reckless or negligent operation | Operating in a reckless or negligent manner so as to endanger, or be likely to endanger, the life or property of any person | Actual harm not required, risk is enough | CAR 602.01.1 |
| Avoidance of collision | Operating in such proximity to another aircraft as to create a risk of collision | Duty holds at all times, priority or not (TC sample exam Q9 key) | CAR 602.21 |
| Dropping objects | Creating a hazard to persons or property on the surface by dropping an object from an aircraft in flight | Test is hazard created, not whether it lands as planned or causes damage | CAR 602.23 |
- Unlike airport conduct rules (CAR 302.10, see
airport-ground-rules), these apply everywhere, not just airports.
Trap: assuming reckless operation needs an actual injury.
