Licence, permit and rating privileges
Privileges: what the holder may do as pilot-in-command (PIC), limited to what the licence is endorsed for.
General rule (CAR 401.03(1)): no acting as flight crew member or exercising licence or rating privileges without all of:
- appropriate, valid licence or rating
- appropriate medical certificate
- ability to produce both when exercising privileges
Student pilot permit (CAR 401.19(1)): PIC only if ALL of:
- own flight training
- in Canada
- day VFR only, authorized by supervising flight instructor (PSTAR 6.20)
- under direction and supervision of a person qualified to give that training
- no passenger, ever
First solo: student is PIC (TP 1102).
Private pilot licence - aeroplane:
| Privilege | Cite | Role | Aircraft |
|---|---|---|---|
| Endorsed aeroplane | 401.26 | PIC or co-pilot | Aeroplane of endorsed class and type |
| Ultra-light | 401.26(b) | PIC | Ultra-light aeroplane, no ultra-light permit needed |
| Training/flight-test exception | 401.26(c) | PIC or co-pilot | ANY aircraft, not only endorsed type; only for own flight training (under qualified flight instructor) or own flight test (401.15); no passenger on board |
Ratings narrow or extend the licence:
| Rating | Cite | Effect |
|---|---|---|
| Class | 401.39 | Privileges only in endorsed class |
| Type | 401.41 | Privileges only in endorsed blanket or individual type |
| Night | 401.42(a), 401.43 | Adds by-night privileges |
| VFR OTT | 401.44, 401.45 | Adds VFR over-the-top privileges per CAR 602.116 |
Issuable to:
- Night: private pilot licence - aeroplane
- VFR OTT (401.44):
- private pilot licence - aeroplane
- private pilot licence - helicopter
- commercial pilot licence - helicopter
- airline transport pilot licence - helicopter
Foreign-registered aircraft (CAR 401.04): crew need one of:
- Canadian permit or licence
- foreign licence (or document equivalent to foreign licence validation certificate) issued under laws of the contracting state
Trap: training/flight-test exception allows any aircraft, never with a passenger; it does not lift the endorsement limit for carrying others.
