Medical renewal, drug refusal and issuance
Renewal exam outcome (CAR 404.18):

Illicit drug use (TC AIM AIR 3.10):
- Alone can trigger refusal to issue or renew, or suspension, of medical certificate.
- On top of CAR 602.03 (crew alcohol and drug rule).
Issuance (TP 1102, Aircraft Documentation):
- After satisfactory assessment, Transport Canada issues Medical Certificate or Medical Assessment Letter.
- Medical certificate required before Student Pilot Permit validated.
Trap: thinking physician keeps certificate. Returned either way, stamped if fit.
