Onboard alcohol service
Intoxicating liquor (CAR 602.04): beverage with more than 2.5 percent proof spirits.
Passenger may drink on board only if:
- served by the operator, or
- no flight attendant on board: provided by the operator.
Passenger's own bottle does not qualify.
Operator refusal duties, if reasonable grounds to believe faculties impaired by alcohol or a drug to an extent that may hazard the aircraft or persons on board:
| Duty | Impairment | Operator | Exception |
|---|---|---|---|
| Service | Alcohol or drug | Must not serve or provide liquor | - |
| Boarding | Alcohol | Must not allow boarding | - |
| Boarding | Drug | Must not allow boarding | Boards if drug administered under medical authorization and under supervision of an attendant |
- Separate from pilot's own fitness-to-act duty (CAR 602.03, 12-hour rule).
Trap: medical-authorization/attendant boarding exception covers drug impairment only, never alcohol.
