Radio channel control
Who controls the exchange, by traffic type and initiator:
| Traffic | Controller | Cite |
|---|---|---|
| Ground station <-> aircraft, routine | Ground station: order, time of transmission, frequency, duration | RIC-21 4.3 |
| Several aircraft call ground station at once | Ground station: sets transmitting order by message priority | RIC-21 5.7 |
| Distress or urgency traffic | Station that initiated the priority call, ground or aircraft | RIC-21 4.3 |
| Aircraft <-> aircraft | Aircraft station being called, not the caller | RIC-21 4.3 |
| Aircraft station itself | Pilot or other person in charge | RIC-21 4.3 |
| Distress traffic in progress | Aircraft in distress, or station relaying its message; may delegate to another station, such as an aeronautical station | RIC-21 6.6 |
Trap: a ground station keeps control of distress or urgency traffic only if it initiated the priority call (RIC-21 4.3).
