TSB definitions (occurrence, collision, operation, serious injury)
TSB reporting applies only once an event fits a term below. Accident and incident lists build on these.
Aviation occurrence (CTAISB Act), either:
- (a) Any accident or incident associated with operation of an aircraft.
- (b) Any situation or condition the Board has reasonable grounds to believe could, if left unattended, induce an accident or incident under (a).
Part (b): nothing has to have happened yet.
Other defined terms:
| Term | Meaning |
|---|---|
| Collision | Impact between aircraft, or aircraft and another object or terrain, other than one associated with normal operating circumstances (normal landing touchdown is not a collision) |
| Operation | Activities for which an aircraft is used: from any person boarding with the intention of flight until they disembark. Window in which an event can be an "occurrence" |
| Risk of collision | Aircraft so close to a collision that safety of any person, property, or the environment is threatened. No impact required |
| Dangerous goods | As in Transportation of Dangerous Goods Act, 1992, section 2 |
Serious injury, any one of six criteria:
| Injury | Condition | |
|---|---|---|
| (a) | Fracture of any bone | Except simple fractures of fingers, toes, nose |
| (b) | Laceration | Causing severe hemorrhage, or nerve, muscle, or tendon damage |
| (c) | Injury to an internal organ | |
| (d) | Burns | Second or third degree, or any burns over 5% of body surface |
| (e) | Exposure to infectious substances or injurious radiation | Verified |
| (f) | Injury | Likely to require hospitalization |
Trap: fractured finger, toe, or nose is excluded from "serious injury"; a burn qualifies only by degree (2nd/3rd) or area (over 5%), not "any burn."
